2024 Super State Strategy
In 2024, the path to victory runs through 12 key states: the Swing Left Super States. A Super State is a target state where helping Democrats win key races will have the greatest impact on the federal and state-level balance of power.
Winning in our Super States—where volunteer time and resources can be most effectively deployed to secure majorities—is how we will:

Where we need to win
With MAGA extremism on the rise and Republican lawmakers hellbent on taking away our fundamental rights, we have no time or resources to waste in the fight to defend our democracy.
Our 12 Super States include:
- Arizona, Georgia, Michigan, Nevada, New Hampshire, North Carolina, Pennsylvania, and Wisconsin—presidential swing states that also include additional target federal or state-level races.
- Montana and Ohio—states key to a U.S. Senate majority.
- California and New York—states key to a U.S. House majority.
Races on our watchlist
Several races do not meet our current threshold for selection, but are projected to be potentially competitive in 2024. We will continue to monitor these races through the Spring of 2024.
U.S. House: 43 seats / U.S. Senate: FL, TX / State leg: GA, NC, WI
How we’ll win
We're focusing our efforts on two tactics we know win elections: raising early money for candidates and engaging voters in key states and Swing Districts. And both can be done from wherever you live!
Raising early money for candidates
Our fundraising strategy focuses on directing grassroots dollars as early as possible to the most competitive races. Every dollar raised to mobilize volunteers and engage voters in our Super States can help generate votes across multiple levels of the ballot for maximum impact.
Featured fund
2024 Impact Fund
Make a strategic investment in Democrats running up and down the ballot. 100% of your donation will go directly to support the most competitive Super State races.
If you've saved your payment info with ActBlue Express, your donation will go through immediately.
We’ve designed a streamlined fundraising platform to ensure your contributions go directly to the most competitive candidates, where and when grassroots dollars are most needed.
We are focused on winning Democratic majorities—meaning we invest in general elections, not primaries. When there is no primary contest, we send funds directly to the Democratic candidate to help them get a head start. When there is a competitive primary, we raise into a "nominee fund" and transfer funds to the official nominee as soon as the primary concludes.
Mobilizing volunteers and engaging voters
Swing Left organizers work with tens of thousands of volunteers and more than 550 local volunteer-led groups nationwide, providing strategic focus to their organizing efforts, offering training and guidance on high-impact tactics, and supporting their membership growth and sustainability. In 2024, we plan to:
Support the creation of new Swing Left groups with the expansion of our Team Up and Crash Course programs:
Team Up is a group incubation program that convenes, trains, and supports teams of new volunteer leaders to start Swing Left groups in their communities.
In the past two years, 70% of Swing Left’s volunteer shifts have come from our local grassroots groups—the engines that drive our organizing work. This year, we’re doubling down on growing the number of volunteer-led groups in our Super States. After a successful 2023 pilot that saw volunteer capacity grow to levels that we haven’t experienced since 2018, we’re launching the second iteration of Team Up for 2024, with even more in-person trainings across the country.

Crash Course is a training program to equip college students with the necessary tools to recruit others to get involved in key elections and lead Swing Left groups on campus.
Young activists are the future of Democratic power. While many organizations focus on getting out the youth vote, Swing Left's Crash Course focuses on organizing youth volunteers—training the next generation of organizers to have a significant impact on the most competitive races. Our campus organizing team provides students with ongoing coaching and tactical support.

Leverage in-person tactics including door-to-door canvassing and relational organizing:
In 2017, Swing Left was created to help volunteers find their closest Swing District and knock on doors to help flip the U.S. House. Door-to-door canvassing continues to be the most effective form of scaleable voter contact, but canvassing numbers have been down since the pandemic. For Democrats to win competitive races in 2024, we need to connect face-to-face with more voters—and our volunteers are ready to go!
In addition to supporting our groups’ year-round canvassing programs, Swing Left organizes canvass kickoff events to energize volunteers—with the help of high-profile special guests—and bus trips to help canvassers reach the most competitive districts. For our college groups, we provide free canvassing transportation through carpools and buses, as well as training for college groups to help engage fellow students as first-time canvassers.
Swing Left is also supercharging our local groups’ canvassing efforts with relational organizing techniques. In our early canvassing program, volunters collect pledges to encourage friends and family to vote, which are mailed back to pledge-takers as a reminder shortly before Election Day. During the early voting period, we use a new and highly effective relational tactic called “high-traffic on-the-spot” turnout canvassing, where volunteers offer pedestrians an incentive to text their friends a reminder to vote immediately.
Connect with Surge Voters at scale to increase voter turnout:
Surge Voters are the millions of Americans who were motivated to vote following the 2016 election—and are key to winning in Super States in 2024 and building long-term power.
We'll reach Surge Voters in Super States through letter writing campaigns designed by our affiliate organization Vote Forward, as well as national volunteer events hosted by Swing Left, and direct voter contact led in partnership with state parties, coordinated committees, and individual campaigns. Vote Forward will also run experimental letter campaigns to explore additional approaches to high-impact voter outreach, including voter registration letters, candidate-focused persuasion letters, and letters that layer into hybrid voter contact and turnout programs.

Swing Left is made for this moment. Our organization was founded with the goal of helping volunteers and donors direct their resources to the most competitive races to help Democrats win. We’ve created a research-backed political strategy and designed, tested, and scaled the tools and programs needed to help our community cut through the noise—incessant emails with “sky is falling” pleas, trendy campaign ads for unwinnable races, harmful GOP media narratives, and doom and gloom polling—to take high-impact actions in the elections that make or break Democratic majorities up and down the ballot.
Since winning back the U.S. House in our first election cycle in 2018, we’ve expanded Swing Left’s political priorities in 2020 and 2022 to help our volunteers and donors engage with must-win races for the U.S. Senate, governorships, state legislatures, and, of course, the White House.
Together, our community of more than 1 million members has contributed more than $80 million to high-impact races and voter mobilization efforts, and has made more than 44 million voter contacts to secure Democratic majorities. Together, we can keep this momentum going.
